The cost of a necklift varies from doctor to doctor and also varies according to locations in the country.  You will have to get the prices from your prospective plastic surgeon.
The results of necklifts are very nice as it tightens the contour of the neck as it relates to the jawline giving a "fresher" look than it would if you have jowels or loose skin of the neck.
The complication rate is quite low with this procedure.  There is some downtime but it is usually settled enough within two weeks to get your regular routine back.
Be very specific with your PS about the details.  There are many ways to perform a necklift and sometimes a mini-necklift can be used to approach a lesser amount of neck looseness.
On a final note to your question, there is a non surgical approach to tightening your neck called Ulthera.  There is a wide range of results from this procedure but in some cases, when the patient selection is appropriately done, the results can be very encouraging.
